| POTENTIALS AND OPPORTUNITIES FOR INVESTMENT IN DAKLAK PROVINCE | Overview DakLak province located at the center of Central Highlands and the place producing the most coffee in Vietnam. DakLak province has advantageous location, convenient system of roads and aviation. Coming to DakLak province is coming to a place with full of potentials and opportunities for investment, rich and diversified natural resources; profuse and dynamic young labor resources and DakLak is considered the biggest market in Central Highlands for consumption of goods. Location DakLak province located at the center of Central Highlands: On the East next to KhanhHoa and PhuYen province; the North next to GiaLai province; the South next to LamDong province and the West next to DakNong province and Cambodian Kingdom. Climate: DakLak located at the average height of 500m compared with sea level. Climate is divided into two seasons. Annually, rain season begins from May to October and dry season from September to April of the next year. The average temperature is about 22oc – 23oc. Area: Total natural area of 13,125.37 km2. Including mainly basalt red soil, gray soil and others suitable to developing high valued trees such as coffee, rubber, cashew, pepper, cocoa… Population: As the calculated figure by the end of 2007, total population of DakLak province reached the number of 1,759,414 persons, density of population: 134.05 persons/km2, including 44 ethnic groups. Labor force is abundant, accounting for 51% of population (about 990,000 persons). There are 15,000 persons having certificates of college and over. There are 30% of labors are trained and the population here are diversified, industrious and dynamic. Infrastructure: 1. Traffic: Traffic system is rather developed. There are many national roads, such as National Road 14 to HoChiMinh city (about 350 km), to GiaLai province (far from Pleiku city about 190 km) and connecting with HoChiMinh Road at KonTum province; National Road 26 to KhanhHoa province (far from NhaTrang City about 180 km); National Road 27 to LamDong (far from DaLat about 185 Km). Besides, there is system of buses from BuonMaThuot city to the centers of 13 districts and a town in the province. BuonMaThuot Airport has daily straight flights to HaNoi, HoChiMinh and DaNang. There are car roads to all centers of communes. 2. Electricity: 100% of centers of communes having national electric network. 3. Water: Water source meets fully demand of agricultural production. 4. Post and telecommunications: Systems of fixed phones and mobile phone are covered throughout province. There are Internet transfer lines with high speed at all districts. 5. System of health: Beside of 4 big hospitals at BuonMaThuot city, there are systems of district hospitals and 100% of wards and communes having infirmaries. 6. Service of finance and banking: Beside of big commercial banks such as: Vietnam Commercial Bank, Vietnam Bank for Industry and Trade, Bank for Investment and Development of Vietnam, Vietnam bank for agriculture and Rural Development…Most off other commercial banks have branches in DakLak.

| | | POTENTIALS OF TRADE AND TOURISM | 1. Agriculture and forestry: DakLak province has more than 478,000 ha of cultivating area. Mechanisms of plants and domestic animals are diversified, plentiful to create specific characteristic in DakLak agriculture and abundant source of raw materials serving for processing industry. a. Products of cultivation: - Coffee: Area 178,900 ha, production 350,000 tons; estimated up to 2010, the production of coffee reaches 400,000 tons/year. - Rubber: Area nearly 23,300 ha; annual production 30,000 tons; estimated up to 2015, the Area of rubber reaches 50,000 ha and production reaches 35,000 tons/year. - Cashew: Area 47,000 ha; production over 23,000 tons; estimated up to 2010, the Area of cashew reaches 50,000 ha and production reaches 30,000 - 35,000 tons/year. - Pepper: Area 4,700 ha, production 12,000 tons. - Maize: Area 120,000 ha, production 600,000 tons. - Cassava: Area over 20,000 ha, production 420,000 tons. - Cotton: Area about 1,145 ha, production 1,505 tons. - Soy-bean: Area 9,500 ha, production 11,500 tons. Besides, DakLak has many kinds of agricultural products and fruit-trees, such as: Durian, rambutan, pineapple, banana, jack-fruit, avocado, cocoa…very suitable to industry of processing foods and tinned food. b. Breeding: - Pig: 700,000 pigs - Cattle: 260,000 cattle - Poultry: 5.5 million poultry. 2. Mineral: - Kaolin has reserves of 36.9 million tons, mainly apportion at M’Drak and Ea Kar Districts. - Fenspat has reserves of 2.74 million tons; building stone, granite having estimated reserves of nearly 1 billion m3. - Peat: Estimated reserves up to hundreds of million tons. 3. Potential of tourism development. DakLak has forest area of over 618,000 ha; mainly in national parks and natural reserves, such as: ChuYangSin, YokDon, NamKa, Ea So Natural Reserve…with many kinds of valuable animals and plants noted in Vietnam and the World Red books. Beside of mountains and forests, DakLak has also many large streams, rivers and lakes, such as: Lak lake, Ea Kao lake, Ea Sup Thuong lake, Serepok river…many high and imposing waterfalls, such as: Dray Nur, Gia Long, Thuy Tien…And the special thing is that DakLak has a plentiful, special, national and cultural treasure of 44 ethnic groups attached to Central Highlands gongs – a Cultural heritage of the World, in which there are systems of folk festivals and traditional customs thousands of years of local ethnic people, such as: Gongs festival of Central Highlands, Elephant race, New rice festival, Bo Ma ceremony, elephant worship and elephant wedding…Besides, DakLak has many cultural and historic heritages attached to the history of over 100 year building, protecting and developing BuonMaThuot city and DakLak province.These are plentiful potentials to diversify kinds of eco-tourism, historic, cultural and research tourisms in DakLak. Now, DakLak has total of 83 hotels, guesthouses with 1,746 rooms and 3,280 beds. Some of main tourist areas: - Lak lake is far from BuonMaThuot city about 50 km - Buon Don suspension bridge is far from BuonMaThuot city about 40 km - Tourist area of Buon Don cultural and eco-tourism is far from BuonMaThuot city about 43 km - Dray Nur and Gia Long waterfalls are far from BuonMaThuot city about 25 km.

- Processing coffee on following directions: Processing coffee kernel for export based on technology of “wet processing”; processing ground coffee, instant coffee. Places: Hoa Phu Industrial Park and other industrial groups in districts. - Processing rubber: Investing in building Latex rubber processing factories up to 2010 with capacity of 36,000 tons/year. | | | POLICIES FOR INVESTMENT INCENTIVEN OF DAKLAK PROVINCE | A. FOR INVESTMENT PROJECTS OUTSIDE INDUSTRIAL PARKS AND GROUPS IN DAKLAK PROVINCE. 1. Objects, areas, industries for application 1.1. Objects for application: Objects favour investment incentives in this Regulation including: Investors are foreign and domestic organizations, individuals having investment projects in DakLak province (following for short is investors) 1.2. Areas: a. This policy of investment incentive applies to investment projects outside industrial parks and groups in DakLak province. b. Classification of areas: - Area I: BuonMaThuot City; - Area II: Including following districts: Krong Pak, Ea Kar, Krong Buk, Cu Kuin, Ea Hleo, Krong Nang, CuMgar and Krong Ana; - Area III: Including following districts: Ea Sup, Buon Don, Krong Bong and Mdrak; 1.3. Industries and fields for application a. Industry: Food procession, production of foodstuff for cattle, building materials by high technology, fertilizer; investment in garment, production of leather shoes for export, development of biogas, solar energy; b. Agriculture: breeding farm with more than 500 cattle; 1,000 livestock and 10,000 poultry; c. Tourism: Building eco-tourism areas, cultural and historic vestiges, preservations, museums; building public parks, production of handicrafts and traditional products; d. Trade: Building and investing in markets of type I, trade centers, supermarkets at towns and districts; e. Education – Training: Investment in building schools, private educational and training foundations at all levels: Preschool education, Primary, secondary and high school education, technical secondary education, vocational training, college and university education; f. Public health - pharmaceutics: cultivating and processing drug, producing medicine, investing in hospitals, medicine centers; g. Environment – clear water: collecting and treating waste water, solid waste at BuonMaThuot city and towns, district centers; building water works, system of supplying water for life and industry; h. Other domains: Developing biogas, solar energy; Centers for transferring and applying biotechnology. 2. Support for investment in infrastructure 2.1. Support for traffic construction: For projects of tourism: roads to the centers of areas of projects, which are main tourist projects, and tourist areas of the province are built by the provincial budget; Invesment projects in other domains are supported expenses for building roads to the fences of projects based on following levels: - Investment projects at area III (including following districts: Ea Sup, Buon Don, Krong Bong and M’Drak) are supported 60% of total of invested capital, but not exceed 6 billion/project. - Investment projects at area II (including following districts: Krong Pak, Ea Kar, Krong Buk, Cu Kuin, Ea Hleo, Krong Nang, CuMgar and Krong Ana) are supported 40% of total of invested capital, but not exceed 4 billion/project. - Investment projects at area I (BuonMaThuot City) are supported 30% of total of invested capital, but not exceed 2 billion/project. 2.2. Support for building low-tension wire: Investors must build it by themselves and are supported 30% of loan interest rate of invested capital in period of 3 consecutive years but not exceed 1 billion/project. 3. Price of Land lease and allocation: Investment projects at BuonMaThuot City have rate of land lease fee of 0.5%; investment projects at districts have rate of land lease fee of 0.25% of land price based on the purpose of land use promulgated by Provincial People’s Committee. 4. In order to be supported for compensation, ground clearance and investment of building infrastructure, investors must have project of compensation and ground clearance, design, estimate; acceptance of checking and putting into use assessed and approved by authorities. The compensation and ground clearance of projects are mainly carried out by People’s Committee of DakLak province and passed the spaces to investors; expenses of compensation and ground clearance is advanced by Province’s budget and investors must return it to Province’s budget as regulated. 5. Support for training labors: Investors recruit new labors who have permanent residence in DakLak without time limit working long–term at projects are supported expenses for vocational training, the level of support not exceed 2,700,000VND/person (Two million and seven hundred thousand VND). 6. Conditions of being favored a. Investment projects inside the plan of socio-economic development or plan of branch development approved by authorities; b. Having document of accepting investment place and investment certificate issued by People’s Committee of DakLak province; c. For support of compensation, ground clearance and investment of building infrastructure, investors must have project of compensation and ground clearance, design, estimate; acceptance of checking and putting into use assessed and approved by authorities.
B. POLICY OF INVESTMENT INCENTIVE FOR INDUSTRIAL GROUPS (Beside of above general investment incentives) - With the target of reducing expenses of infrastructure lease of investors, People’s committee of DakLak province supports investment projects inside industrial groups as below: - Building main roads to industrial groups; - Compensation and ground clearance; - Building works of general waste water treatment; - System of gate and fences surrounding industrial groups; - Support for expenses of making report of environment impact estimation.
